Patrick J. O'Donoghue's news and views from Venezuela -- November 26, 2008

The Communist Party of Venezuela (PCV) is the first to come out with a critique of pro-government performance in recent regional elections. PCV general secretary, Oscar Figuera puts what he sees as its main gripe: what happened to political action and the role we should have developed?" Figuera has announced that the PCV will undertake an internal analysis this weekend to discover the causes of pro-government defeat in territories already conquered and now lost. The Communist Party's tally so far in the regional elections is an addition of 12 councilors in 11 states and not one victory for the candidates they supported for the position of State Governorships. Figuera is convinced that the loss of the Caracas Sucre municipality was owing to a censure vote against the way the government mayor administered his years in office. "It was almost impossible to win Sucre because of its management record and losing other municipalities in Caracas meant that it was impossible to win the Metropolitan Mayor's Office."

Losing government candidates in Miranda State, Diosdado Cabello and Jesse Chacon have lodged a complaint that opposition officials and supporters are trying to shut down buildings where the communal councils, Barrio Adentro clinics and educational missions have been running. Former Sucre municipal candidate, Jesse Chacon warns that the new mayor of Sucre municipality, which covers a gambit of Petare barrios, Carlos Ocariz should be aware that any attempt to turn the clock back will only generate conflicts.

Sucre Mayor Carlos Ocariz has told State VTV channel that he has not ordered any takeover of buildings occupied by government social missions and any action has been done entirely on an individual basis. Furthermore, Ocariz has made it clear that he wants to strengthen the Integral Diagnosis Centers (CDIs), open more clinics of the Barrio Adentro but de-politicize communal councils.

Complaints of harassment and revenge actions continue to arrive. Members of the Primero Justicia (PJ) party allegedly attempted to evict people from a building housing the Mission Ribas in Mariche (Miranda) and Cuban doctors working in the health program have been targets of intimidation by overzealous officials belonging to the new mayor of Miranda.

More reports allege that Tachira State Governor, Cesar Perez Vivas has gone on the war path ordering state officials to clear central government mission offices working from state schools.

United Socialist Party of Venezuela (PSUV) recently-elected Mayoress of Colon (Zulia), Maria Malpica reports that four public buildings were trashed to avoid her taking office and eight people were injured in scuffles.

Speaking about PSUV gains in the majority of Zulia States municipalities, opposition leaders, Christian Socialist (COPEI) Alfredo Boscan and Un Nuevo Tiempo (UNT), Alfredo Osorio admit that the new State Governor, Pablo Perez will find it difficult to work with PSUV officials. The reason for the defeat, according to the leaders, is that in many cases personal interests of opposition candidates were more important than the will of the majority. Both parties criticized Accion Democratica (AD) for failing to withdraw its candidates in some municipalities. The PSUV and other pro-government parties obtained more than 60% of the municipalities in the State.
